Write a plugin, see every problem as you type and run its tools in a sandboxed frame. Everything stays in this tab: nothing is uploaded, and the plugin's ctx.fetch requests are shown to you and answered with your mock response, never sent. When it works, download the file and import it in the desktop Developer console.
